Contrary to InstaPundit, I don't know that there's anything sinister about this. If you're a regular reader of News of the Weird, this story should sound familiar, like the "criminal on lam says a nostalgic hello to prosecutor, gets arrested" story from last week. Could this be intimidation? Of course. Could this be some zit-for-brains who was dumb enough to get himself caught (the hit-and-run sounds fairly serious)? I suspect that someone did run his name through the system to see what they could dig up (though this could also be a routine thing to see if he had a history that might make him untrustworthy, and nothing sinister), but it's not like they did anything illegal or even improper.
